Food Stuff Clearance in Dubai – Import Requirements & FAQs

Whether you’re importing packaged snacks, fresh produce, or meat products into Dubai, navigating foodstuff customs clearance in Dubai requires strict regulatory compliance. This guide covers all key steps—from licensing and documentation to labeling and inspections.

Business Licensing & Registrations

  • Importers must hold a valid UAE-based trade license (e.g., Foodstuff Trading or General Trading) issued by the Dubai Economic Department (DED) or relevant free zone authority
  • You must register your company online with Dubai Municipality’s Food Import and Re‑Export System (FIRS) before importing any food item
  • Each distinct product and its label version must be separately registered—even if they differ only by size or packaging

Key Documents for Food Clearance

To avoid delays or rejection, ensure you have the following:

  • Bill of Entry or Air Waybill
  • Delivery Order (for containers)
  • Health Certificate from a government authority in the exporting country (original required)
  • original Halal Certificate (for meat, poultry, and dairy) issued by an approved authority
  • Commercial Invoice, Certificate of Origin, and Packing List
  • Additional certificates if required: GMO‑Free, Dioxin‑Free, Avian Flu‑Free, etc.

Labeling & Packaging Standards

Dubai requires accurate, bilingual labels in Arabic and English, including

  • Product name, brand, ingredients (in descending order by weight)
  • Manufacturing/expiry dates (dd/mm/yyyy format if shelf‑life >3 months)
  • Net weight, country of origin, barcode, and lot number
  • Storage instructions and allergen declarations
  • No banned ingredients; prohibited additives include E104, E127, poppy seeds, qat leaves, etc.

Food Safety & Inspection Protocols

  • Imported food products undergo risk-based inspections—including document checks, physical sampling, and lab tests (e.g. microbiological, chemical)
  • HACCP certification may be required for categories like meat, seafood, dairy, or processed foods, focusing on hazard control and storage standards
  • Shipments that fail safety checks or show improper storage may be detained, destroyed, or re‑exported if issues can’t be resolved
